mcconnell: yesterday afternoon came to the floor and offered president obama's proposal on the fiscal cliff to show that neither he nor democrats in congress are acting in good faith in these negotiations. with just a few weeks to go before a potentially devastating and entirely avoidable blow to the economy, the president proposed a plan that members of his own party won't even vote for. so i think it's safe to say at this point that the president actually isn't interested in a balanced agreement, he's not particularly interested in avoiding the fiscal cliff, and he's clearly not interested at all in cutting any spending. what the president is really interested in, as we learned just yesterday, is getting as much taxpayer money as he can, first, by raising taxes on small business that he believes are making too much money and then on everybody else, not so he can lower the debt or the deficit but so he can spend to his heart's contefnlts for months the president has been saying all he wants is to raise taxes on the top 2% so he can tackle the debt and the deficit. however, yesterday

first i think we ought to understand this is not anybody's treaty, it's not president obama's treaty, it's not john kerry's treaty, it's not even bob dole's treaty, although he certainly is a person who has been deeply involved. the vote on the treaty is the right thing to do on its merits. i think that it's important to note that every major veterans' group -- madam president, i ask that the list of the veterans' groups in support be included in the record at this time. the presiding officer: without objection. mr. mccain: i've not forgotten that 36 republicans signed a letter opposing consideration of any treaty during the lame duck, but there's no reason why we shouldn't have a vote on this. the letter says that they would oppose consideration, but we did have the motion to proceed. some may be worried about passing a treaty in a lame-duck session. the argument has no basis in the constitution or the senate practice. since the 1970's alone the senate has approved treaties during lame-duck sessions a total of 19 times. there's nothing special or different about lame-duck sessions. i

president obama has made it clear the policy of his administration is to prevent iran from obtaining a nuclear weapon. there's a lot of talk in the town, maybe too much talk about the policy of containment or deterrence. can you tell us why the containment or deterrence? >> sure. the three major reasons you can't rely on deterrent for detainment. first of all, the possibility that a runs nuclear bombs might be used, either because the regime itself is messianic to be under terrible or because rogue elements get ahold of nuclear-weapons and use them or transfer. we saw what happened in pakistan the moderate regime. got hold of nuclear secrets which it developed and transferred to a variety of countries. what happened cannot transfer actual nuclear bombs. you also have to worry about this miscalculation. people say, well, you know, mutual assured destruction marched between the u.s. and the soviet union. well, if you look at the history, it actually came very, very close a couple of times, particularly on three occasions. one was the cuban missile crisis . another time was actually les
